generate a dt dphi covariance matrix

optional arguments:
  -h, --help            show this help message and exit
  --psd-xml PSD_XML     XML containing HLV psd
  --H-snr H_SNR         H characteristic SNR
  --L-snr L_SNR         L characteristic SNR
  --V-snr V_SNR         V characteristic SNR
  --K-snr K_SNR         K characteristic SNR
  --m1 M1               primary component mass
  --m2 M2               secondary component mass
  --s1 S1               primary (z) spin
  --s2 S2               secondary (z) spin
  --flow FLOW           Low frequency cut-off. Default 10 Hz
  --fhigh FHIGH         High frequency cut-off. Default 1024 Hz
  --NSIDE NSIDE         NSIDE of healpix decomposition used for RA and DEC.
                        There will be 12 x NSIDE^2 pixels
  --n-inc-angle N_INC_ANGLE
                        Number of discrete inclination angles
  --n-pol-angle N_POL_ANGLE
                        Number of discrete polarization angles
  --output OUTPUT       set the output h5 file, e.g., covmat.h5
