Convert from Bilby spin parameters to lalsimulation ones.

All parameters are defined at the reference frequency and in SI units.

Inclination angle

Spin phase angle

Primary object tilt

Secondary object tilt

phi_12: float

Relative spin azimuthal angle

a_1: float

Primary dimensionless spin magnitude
